Цифровизация стала неизбежным процессом, сопровождающим развитие общества. Спрос на цифровые услуги со стороны потребителей возрастает в силу преимуществ цифровых технологий. Цель статьи – изучить динамику развития цифрового сегмента российского предпринимательства во время и после пандемии, а также обосновать вектор его перспективного развития. Задачи исследования: анализ динамики развития российского малого и среднего предпринимательства на современном этапе развития; оценка влияния на предпринимательские структуры пандемии как фактора внешней среды; выявление особенностей цифрового развития малых и средних предпринимательских структур; разработка рекомендаций по развитию цифрового сегмента российского предпринимательства. Доказывается авторское предположение о существовании дуализма, заключающегося в том, что, с одной стороны, пандемия способствовала появлению новых ограничений в развитии предпринимательской деятельности, что привело к сокращению количества хозяйствующих субъектов, численности занятых и снижению их активности. С другой стороны, изменение потребительского спроса и высокая адаптивность бизнес-структур к изменяющимся условиям позволила расширить цифровой сегмент российского малого и среднего предпринимательства за счет интенсивной цифровизации, открытия новых направлений деятельности и применения новых цифровых инструментов продвижения. В исследовании авторами были использованы методы систематизации, сравнения, экономического анализа, графический метод и системный подход. Проанализировано развитие российского сектора цифрового предпринимательства в разрезе цифровизации внутренних бизнес-процессов, процессов коммуникаций с потребителем, внешних связей. Используя результаты, полученные при проведении исследования, сделан вывод о высоком потенциале цифровых технологий для развития российского малого и среднего предпринимательства. Предложены рекомендации по реализации мер государственной политики, направленной на оптимизацию развития цифрового предпринимательства в России: институцио­нальное регулирование перехода взаимодействия предпринимательских структур с контрагентами, потребителями, органами власти; организационные меры противодействия киберопасности, такие как ужесточение требований к организации торговли на цифровых площадках и установление ответственности сторон за совершаемые действия; повышение цифровой грамотности всех участников в рамках реализуемых программ развития цифровой экономики; применение организационно-экономических механизмов государственного стимулирования цифровых преобразований бизнеса и трансформации операционных моделей, применяемых предпринимательскими структурами.

Digitalization has become inevitable as the demand for digital services increases. The purpose of the article is to study the development dynamics of Russian digital segment during and after the pandemic and to predict the vector of its long-term development. The authors provide evidence of dualism: on one hand, the pandemic led to new restrictions in the development of entrepreneurial activity; on the other hand, the change in demand and the high adaptability of business structures made it possible to expand the digital segment of Russian small and medium-sized businesses. The authors use methods of systematization, comparison, economic analysis, graphical method and systematic approach. The development of the Russian digital entrepreneurship sector in the context of digitalization of internal business processes, consumer communication processes, and external relations is analyzed. The authors conclude that digital technologies have high potential for the development of Russian small and medium-sized businesses and provide recommendations on the implementation of state policy measures aimed at optimizing the development of digital entrepreneurship in Russia.
