Развитие России подвергается воздействию неблагоприятных внешних обстоятельств. Цель исследования – раскрыть особенности проявления неопределенности внешней среды на современном этапе социально-­экономического развития, оценить их влияние на хозяйственные системы российских регионов, а также предложить механизм адаптации и преодоления будущих рецессионных явлений. Задачи исследования: выявить особенности проявления неопределенности внешней среды на современном этапе; про­анализировать влияние факторов неопределенности на хозяйственные системы регионов России; разработать эффективный механизм адаптации хозяйственных систем регионов. Использованы методы анализа и синтеза, индукции и дедукции, сравнения, приемы экономического анализа, системный подход. Раскрыто авторское представление о влиянии социально-экономической неопределенности на развитие региональных хозяйственных систем. Проведен сравнительный анализ ключевых показателей развития российских регионов в период 2019–2021 гг. и 2022 г. Выделены точки напряжения регионального развития из-за нарастания социально-экономической неопределенности. Предложен механизм адаптации региональных хозяйственных систем к изменяющимся условиям среды. Обоснованы ключевые направления мер государственной политики для поддержания устойчивости хозяйственных систем регионов.

The economic, technological, social, and political development of Russia is affected by unfavorable external circumstances. The purpose of the article is to reveal the features of the external environment uncertainty, assess its impact on the economic systems of the Russian regions, and to propose a mechanism of adaptation to future recessionary phenomena. The article uses methods of analysis and synthesis, induction and deduction, comparison, economic analysis; a systematic approach. The authors present the results of comparative analysis of Russian regions’ development indicators in 2019–2021 and 2022. It is determined that the speed and effectiveness of overcoming uncertainty factors depends on the adaptive abilities of Russian regions and the speed of decision-making. The key directions of state policy measures to maintain the stability of the economic systems of the regions are substantiated.
